Governor Ehrlich Signs Hurricane Isabel Relief Initiative

Emergency Bill Allocates $7.5 Million in Emergency Assistance, 
Ehrlich Also Establishes Isabel SWAT Team to Visit and 
Assist Recovering Communities

 

ANNAPOLIS -- Governor Robert L. Ehrlich, Jr., today signed into law emergency 
legislation to provide housing relief for victims of Hurricane Isabel.  This legislation establishes a new emergency housing program, Hurricane Isabel Rehabilitation and Renovation Program, providing loan assistance to Marylanders to rebuild or renovate homes damaged by the storm.  Governor Ehrlich also announced the establishment of a Cabinet SWAT Team, led by DHCD Secretary Victor L. Hoskins, to coordinate and deliver financial assistance for rebuilding and renovating homes, including any required social services.  
 

“This emergency legislation will help Marylanders affected by Isabel rebuild their homes and their lives,” said Governor Ehrlich. “Many families have suffered great property loss, displacement, and financial burden, with more than 200 families still living in temporary housing.  They need more assistance from the State and today they’re getting it.  In addition to the $7.5 million in loan assistance, my cabinet has created an Isabel SWAT Team to visit and assist recovering communities throughout Maryland,” Governor Ehrlich added.

 The SWAT Team’s goal is to process all applications for assistance within 30 days of receipt from the applicant.  Other agencies participating are the Departments of Planning, Aging, Human Resources, and the Governor’s Offices of Homeland Security and Individuals with Disabilities.  The SWAT Team is expected to begin visiting recovering communities this week.  

 The loan assistance program, effective today through May 31, 2005, will fill the gap not covered by insurance or other financial resources, including the Federal Emergency Management Agency (FEMA), the Maryland Emergency Management Agency (MEMA), or the U.S. Small Business Administration (SBA).  Eligible applicants must already be seeking financial assistance to rebuild or renovate a home damaged by Hurricane Isabel. Governor Ehrlich has allocated $7.5 million in State and Federal housing resources to the Maryland Department of Housing and Community Development (DHCD) to administer the new housing program. 

“Just prior to the passing of this bill, under the direction of the Governor, our housing team began interviewing Hurricane Isabel victims in Anne Arundel, Baltimore, Cecil and Dorchester counties,” said DHCD Secretary Victor L. Hoskins. “The Governor is determined to get these victims the assistance they need as quickly as possible.  Our Department’s goal, with the assistance of the Cabinet SWAT team, is to turn-around the loan applications within 30 days of receipt.  We are absolutely committed to getting these Marylanders the assistance they need to get their lives back on track,” Hoskins added.

FEDERAL & STATE DISASTER ASSISTANCE CENTER NOW AVAILABLE TO CALVERT & CHARLES COUNTY RESIDENTS 

Residents and businesses seeking disaster relief assistance will be able to come to the Temporary Disaster Assistance Center located at the Goldstein State Office Building, Lower Level, Department of Social Services, 200 Duke Street, Prince Frederick.

Hours of operation will be:

Wednesday, September 24, 1-7pm
Thursday, September 25, 9am to 7 pm
Friday September 26, 9am to 7pm.
 

Please bring the following information:
 

  • Proof of residency
  • Insurance coverage, policy number, and agent’s name
  • Photos of property damages

The following agencies will be available: Federal Emergency Management Agency, Small Business Administration, Department of Housing, Insurance, Social Services, Human Services, Volunteer Advocacy Groups, Red Cross, the Department of Business & Economic Development and others.

Dear Neeld Estate, 

Thanks so much for the site and for the info on the website and the photos of the storm. I am sending you additional photos I took on Friday morning. We own the badly damaged house at 2827 Beach drive. My Great Grandfather built it in the 30's and my Uncle Eddie and Aunt Eddie lived there for many years -- through the 70's. In the 80's my Grandparents -- the Kennedy's owned the place and it was handed down to My mom and her sister (the late) Ann Rebstock. Now Mom - Judy McBride, Rullell and Patrick (Me) McBride own it. We have many cherished memories of our time in Neeld Estate. While we lost a home with some sentimental memories, Linda Fadely our tenant lost many of her possessions. It was great to know that no one got hurt. Best of luck to everyone there. We will rebuild!

PERMIT PROCESSES FOR EMERGENCY REPAIRS
DUE TO HURRICANE ISABEL
9/25/03 
Recognizing the hardships created by Hurricane Isabel, Calvert County Government is putting in place the simplest permit processes possible for making repairs. 

  • Interior/Exterior Structure Repair & Structure Replacement (no expansion).
  • Repair of wind or water damage to structures will require only a building permit. Inspections & Permits will have in place a fast-track permit process on Tuesday and Thursday until April 1st, 2004, with the goal of giving same day approvals. The fast-track approval process applies only to repairs and in-kind replacement in the same location required due to storm damage. If the structure is in the 100-year flood plain, FEMA flood plain regulations apply. In some cases structures may need to be elevated to meet Federal requirements. NO COUNTY PERMIT FEE WILL BE APPLIED.

  • Expansion or Relocation.

    Any expansion or relocation will follow the regular building permit process.  

  • Simple Deck, Stairs and Board Repairs to Piers and Bulkheads.

If new pilings are not required, simple repairs may proceed without a County permit.  

  • Pier and Bulkhead Structural Replacements.

    A permit from Maryland Department of the Environment (MDE) may be required before a County permit is issued. Contact MDE (410-414-3400) to determine if a state permit will also be required. 

  • Tree Removal in the Critical Area.

Any trees damaged by the storm that endangers a person or property may be removed immediately. A photo of the tree must be taken prior to the tree removal. Trees severely damaged by the storm may be removed without a permit as long as there is no grading involved and a photo is mailed to the Department of Planning & Zoning at 150 Main Street, Prince Frederick, MD 20678. The property owner’s name, telephone number and property address should be included with the photos. 

  • Restoring Beach Sand.

Moving beach sand back to pre-storm conditions will not require a County permit if done manually. If machinery is used, then a County grading permit will be required. Prior to beginning work, contact MDE (410-414-3400) to determine if any additional permit will be required.

Southern Maryland OnLine Photos - (they removed the photos from the web) Plum Point is located in Calvert County on the Chesapeake Bay. It is located  a few miles south of Chesapeake Beach. It was among the hardest hit areas in Southern Maryland. We had so many good photos from this area that we placed them in their own category.

IF YOU HAVE HAD FLOODING OR WATER DAMAGE IN YOUR HOME, FOLLOW THESE IMPORTANT SAFETY MEASURES:

DO NOT enter a room or basement with standing water – especially if waters covers electrical outlets or electrical cords plugged in to outlets.

SHUT OFF the electrical system before entering a flooded room or basement.

DO NOT shut off your electrical system if you have to stand in water or on a wet floor to do it.

BEFORE you turn on any electrical lights or appliances, have a comprehensive inspection performed by a licensed electrician.

BEFORE turning on gas appliances, have a comprehensive inspection performed by a registered plumber with a gasfitter’s license.
